The City of San Antonio (CoSA), in cooperation with the Texas Department of Transportation (TxDOT, San Antonio District) proposed the expansion of Callaghan Road to four lanes with a continuous left-center turn lane and the installation of curbs, sidewalks, driveway approaches, a shared-use path, and drainage improvements within the project limits. Additional ROW was required for the proposed project. The purpose of the project was to improve mobility and operational efficiency and improve the surface and storm drainage system of Callaghan Road.

PCI was the Environmental Task Lead under contract with the City of San Antonio under a separate On-Call Environmental Contract and prepared all environmental clearances required for this project, which had federal funding. PCI prepared a TxDOT Environmental Assessment (EA) and corresponding technical reports for this project. PCI also conducted public outreach for this project, including a Public Meeting, a Public Hearing, and two Noise Workshops.
